Benjamin G. Birkhill is an Attorney Advisor with the Administrative Conference of the United States.

Before joining ACUS, Mr. Birkhill was the Deputy Director of the Regulations and Rulings Division in the Alcohol and Tobacco Tax and Trade Bureau (TTB).  TTB is a bureau of the U.S. Treasury Department that collects approximately $20 billion in federal excise taxes each year, and also regulates alcohol beverage labeling, advertising, and trade practices.  In his role at TTB, Mr. Birkhill oversaw the development of rulemaking and public guidance for the agency, and he was responsible for the formulation of policy positions on the interpretation and application of the agency’s legal authorities.

Mr. Birkhill earned his J.D., cum laude, from Wayne State University Law School, where he was an Executive Board Member and Senior Articles Editor for the Wayne Law Review.  He holds a B.A., with High Honors, from the University of Michigan, where he majored in English and Political Science.
