Harry M. Seidman is the Chief Financial and Operations Officer at the Administrative Conference of the United States (ACUS). In this capacity, Mr. Seidman is responsible for day-to-day agency management. As the senior financial official at ACUS, Mr. Seidman oversees all financial functions, including budget execution, accounting, analytics and reporting, strategic planning, performance management, and audits. Mr. Seidman also coordinates the agency’s annual appropriations request for the President's Budget, oversees drafting of the Congressional Budget Justification, and serves as agency liaison to Congress and the Office of Management and Budget (OMB).   

Mr. Seidman joined the Administrative Conference in August 2010 as a member of the original staff responsible for “standing up” the agency. Previously, Mr. Seidman served as Lead Administrative Officer in the intramural research program at the National Cancer Institute (NCI), National Institutes of Health (NIH). Prior to entering federal service in 2003, Mr. Seidman worked in the non-profit sector.

Mr. Seidman earned his Masters of Business Administration at The George Washington University. He completed his undergraduate studies at the University of Maryland, College Park, earning degrees in both Finance and Government and Politics with a High Honors. Mr. Seidman has also studied global healthcare economics and policy at the London School of Economics and international relations at Tel Aviv University.

Mr. Seidman is a Certified Government Financial Manager, as accredited by the Association of Government Accountants (AGA).
