ACUS Vice Chairman, Executive Director Matthew Wiener Stepping Down

Washington, D.C., July 22, 2022 – Matthew L. Wiener is stepping down today as Vice Chairman and Executive Director of the Administrative Conference of the United States (ACUS).

Mr. Wiener joined ACUS as Executive Director in 2012 and was appointed Vice Chairman by President Obama in January 2017. He served in that role as the agency’s Acting Chairman until President Biden’s appointment of Andrew Fois as Chairman earlier this year.  

During Mr. Wiener’s tenure as Vice Chairman, ACUS adopted more than 40 recommendations to improve efficiency, fairness, transparency, and public participation in federal government programs. More than 30 others have been adopted since 2012. Many have been implemented by federal agencies, the President, Congress, and the Judicial Conference of the United States. 

Under Mr. Wiener’s leadership, ACUS also commissioned significant studies, organized public forums, convened working groups, established interagency roundtables, and published reference guides on a wide range of topics affecting federal government programs including administrative adjudication, public participation in agency rulemaking, artificial intelligence, and nationwide injunctions.

“ACUS owes a deep debt of gratitude to Matt Wiener for ten years of devoted service in various roles. I personally share in that debt for his skillful support during my confirmation process and generous and gracious tutelage since my confirmation,” said Fois. “Thankfully, ACUS and I will continue to benefit from Matt’s experience and wisdom as he stays on as a consultant. Matt has been a dedicated public servant who has left a remarkable legacy and still has much to give for many years to come. I look forward to continuing to work together,” he added.   

Chairman Fois, with the approval of the ACUS Council, has appointed Mr. Wiener to the position of Special Counsel. In that role, he will advise and assist the ACUS membership in areas of their special expertise. 

Mr. Wiener will also serve as a consultant to the Office of the Chairman through early 2023, helping ACUS leadership to identify potential projects and promote implementation of ACUS recommendations.
