No FEAR Act Notice




The Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002 (No FEAR Act), Public Law 107-174, 5 U.S.C. ยง 2301 note, is intended to improve agency accountability for antidiscrimination and whistleblower laws.  Under these laws, a federal agency may not discriminate against an employee or  applicant on the basis of race, color, religion, sex, national origin, age, disability, marital status, or political affiliation, nor may an agency retaliate against an employee or applicant for making a protected disclosure. An employee or applicant who believes that he or she has been the victim of whistleblower retaliation may file a written complaint (Form OSC-11) with the U.S. Office of Special Counsel at 1730 M Street NW, Suite 218, Washington, DC 20036-4505 or online through the OSC website at:

The No FEAR Act requires each agency to provide training and an annual notice to its employees, former employees, and applicants for employment concerning their rights and remedies.  Agencies must also prepare an annual report with information about their efforts to improve compliance with these laws and post summary data on their websites.  Selecting the "Download" button above will download .
