President Biden Appoints Two New Members to the Council of the Administrative Conference of the United States

Washington, D.C., November 15, 2023 - The White House announced today the President's intention to appoint two new members to the Council of the Administrative Conference of the United States (ACUS). 

The two new members are:

•    Shakuntla Bhaya, Owner, Doroshow, Pasquale, Krawitz & Bhaya 
•    Neil H. MacBride, General Counsel, U.S. Department of Treasury 

ACUS Chair Andrew Fois extended a warm welcome to the new Council members stating “I am thrilled that the President has appointed two such high quality attorneys to the Council of the Administrative Conference.  Everyone here looks forward to working with them.  I also express my gratitude to Adrian Vermeule and Matthew Morgan, who have served in a holdover capacity on the Council since their terms expired earlier this year, for their dedication to improving administrative procedures.”

The Administrative Conference of the United States is an independent, non-partisan federal agency within the executive branch dedicated to improving administrative law and federal regulatory processes. It conducts applied research, and provides expert recommendations and other advice, to improve federal agency procedures. Its membership is composed of senior federal officials, academics, and other experts from the private sector. Since 1968, ACUS has issued hundreds of recommendations, published reports and reference guides, and organized forums to improve the efficiency, adequacy, and fairness of administrative processes such as rulemaking and adjudication.
