The Administrative Conference of the United States: The View From the Federal Bench

Several prominent active and retired federal judges (list below) will reflect on the work of the Administrative Conference—especially as it bears on matters of judicial review— in a presentation moderated by Conference Chairman Paul Verkuil at the American Bar Association's 2014 Administrative Law Fall Conference.  They will discuss the Conference’s unique institutional role in formulating recommendations, Congress’s reliance on those recommendations in enacted legislation, and the various uses to which the courts have put the Conference’s work.  The discussion will offer attendees unique insights not only into the work of the Conference but also the foundational issues of judicial review and related agency action with which it often deals.    

The participating judges are:

  • Patricia McGowan Wald (Retired, U.S. Court of Appeals for the DC Circuit)
  • Stephen F. Williams (Senior Circuit Judge, U.S. Court of Appeals for the DC Circuit)
  • S. Jay Plager (Senior Circuit Judge, U.S. Court of Appeals for the Federal Circuit)
  • John M. Walker, Jr. (Senior Circuit Judge, U.S. Court of Appeals for the 2nd Circuit)
