Mr. Kupka is Counsel for Special Projects at the Administrative Conference of the United States. He is currently leading the Office of the Chairman’s Study on Information Sharing Regarding SSA’s Representative Payee Program.
Most recently, Mr. Kupka was Counsel to former Chairman and Commissioner Cynthia L. Attwood at the United States Occupational Safety and Health Review Commission. In this capacity, he served as the Commissioner’s chief legal advisor, providing legal recommendations on deliberative decisions relating to petitions for discretionary or interlocutory review and decisions on procedural and substantive merits of motions and cases. Mr. Kupka returns to the Conference, having previously served as Associate General Counsel.
Mr. Kupka is a graduate of Wake Forest University School of Law. While in law school, Mr. Kupka was a Senior Editor of the Wake Forest University Journal of Law and Policy and a member of Wake Forest's Moot Court Board. In 2012, Mr. Kupka completed a summer course co-taught by Supreme Court Justice Ruth Bader Ginsburg in Vienna, Austria. Prior to law school, Mr. Kupka attended Westminster College in Salt Lake City, Utah, where he graduated summa cum laude with a Bachelors in Management.
