Francis G. Massaro is an Attorney Advisor with the Administrative Conference of the United States. Before joining ACUS, Mr. Massaro worked as an Attorney Advisor at the Division of Quality with the Social Security Administration where he evaluated and adjudicated appeals in disability claims. He also worked on a variety of focused reviews and special studies concentrating on regulatory and policy compliance. Previously, he worked as a judicial clerk for the Honorable Warren Krug in the Circuit Court for Calvert County, Maryland. Mr. Massaro earned his J.D., cum laude, from American University Washington College of Law, where he was a member of the Administrative Law Review and taught constitutional law at a local high school through the Marshall-Brennan Program. He holds a B.A. from the University of Pittsburgh.
