On April 18, 2011, the Committee on Administration and Management passed a draft recommendation regarding Government Contractor ethics. The Committee held its fourth public meeting on the Government Contractor Ethics Project today at the Administrative Conference’s Washington, DC office. This report considers the expansion of the ethics standards applicable to government contractors and their employees.  The draft recommendation is available here. The final proposed recommendation, with the approved amendments, will be available on the project’s webpage very soon.

The Committee and ACUS staff have conducted extensive research with stakeholders, experts and agencies to determine what ethics standards will protect the public interest without imposing excessive compliance costs on contractors. The Committee has identified contractor employee personal conflicts of interest (PCI) and misuse of information as two areas potentially calling for greater oversight.

Next steps include Council review of the draft recommendation, then full consideration of the proposed recommendation by the Assembly at the 54th Plenary Session, set for June 16-17, 2011.
