Rebecca MacPherson joined the Federal Aviation Administration as the Assistant Chief Counsel for Regulations in August, 2004, and is currently the Assistant Chief Counsel for International Law, Legislation and Regulations.
In that capacity, her responsibilities include reviewing and approving all rulemaking documents, exemptions, and advisory circulars associated with either regulations or exemptions for legal sufficiency, clarity and enforceability. She also oversees legal aspects of the FAA’s international and legislative activities. MacPherson regularly advises senior management at both the FAA and the Department of Transportation. She also serves as the high-level agency liaison for legal matters within her purview with other government agencies, the White House, and Congress.
